Legal requirements for buyers
Most aquarium fish species commonly kept in the UK are not subject to CITES restrictions and can be bought and sold freely. However, a small number of species are listed under CITES Annex A or Annex B — including certain seahorse species (Hippocampus spp.), some freshwater stingrays and select cichlid species. Commercial sale of CITES-listed fish requires appropriate documentation. If you are purchasing a rare or unusual species, check the APHA species list before buying.
Under the Invasive Alien Species (Enforcement and Permitting) Order 2019, it is illegal to keep, breed, sell or release certain invasive fish species in the UK. Species on the UK’s invasive species list — including Topmouth Gudgeon (Pseudorasbora parva) and certain sunfish species — must not be kept or traded. Releasing any aquarium fish into UK waterways is a criminal offence under the Salmon and Freshwater Fisheries Act 1975, regardless of species. Never release aquarium fish into rivers, lakes, ponds or any natural watercourse.
Koi and pond fish sales are subject to the Koi Herpesvirus (KHV) biosecurity guidance published by the Centre for Environment, Fisheries and Aquaculture Science (CEFAS). Buyers purchasing Koi should ask sellers to confirm fish have been quarantined and are from a KHV-monitored source where possible.
